Five things to be aware of when Yamuna Expressway Authority begins selling over 350 plots close to Noida airport

The Yamuna Expressway Industrial Development Authority (YEIDA), encouraged by the success of its residential plots scheme last year, has once again put over 350 residential plots in four different sectors near the future Noida International Airport up for sale, according to officials with knowledge of the situation. 

The Authority offers approximately 361 plots in seven different sizes as part of the scheme. August 5 is the deadline for registering for the plot scheme. Plots will be distributed using a luck draw in September. 

“Demand has increased across all market segments–residential, commercial, and industrial– as the Noida airport in Jewar is anticipated to commence operations shortly. Because of how quickly the area is developing, people want to live and invest close to the airport. The Authority has introduced a residential construction plot scheme to profit from these variables. The last day to register for the program is August 5, and registrations have already started,” YEIDA CEO Arun Vir Singh stated. 

YEIDA conducted a draw for 1,184 residential plots across three sectors earlier in October 2023. For the 1,184 residential plots in YEIDA sectors 16, 17, and 20, as many as 1.4 lakh people submitted applications. 

Plot count and location 

The scheme document states that these 361 plots are spread across four distinct sectors: 16, 18, 20, and 22D. The Yamuna Expressway, which links Greater Noida with the historic towns of Agra and Mathura, is next to these plots. The proposed Film City, the Eastern Peripheral Expressway (EPE), and the future Noida International Airport are all close to these plots. 

Sizes 

The residential plots scheme has seven distinct categories in which the plots are available. Along with larger residential plots ranging in size from 500 to 4,000 square meters, the scheme also features mid-size residential plots measuring 120 and 200 square meters. The offerings from the YEIDA include 84 200-square-meter plots, 77 162-square-meter plots, three 200-square-meter plots, and eight 4000-square-meter plots. The plan provides the highest number of residential plots –131—in the 300 square meter range. 

The scheme document states that these residential plots will cost Rs 25,900 per square meter. The 162-square-meter plot will cost roughly Rs 41.95 lakh, while the 120-square-meter plot is the smallest and will cost Rs 31.08 lakh. The approximate costs of the 200-square-meter, 300-square-meter, and 500-square-meter mid-size plots are Rs 51.8 lakh, Rs 77.7 lakh, and Rs 1.29 crore, respectively.

According to the document, the price of the large plots, which measure 1000 and 4000 sqm, respectively, will be approximately Rs 2.59 crore and Rs 10.36 core, excluding taxes and preferred location fees. The Yamuna Expressway Authority hopes to allocate these residential plots for a total revenue collection of Rs 343.04 crore. 

How will these stories be divided up? 

According to officials, a lucky draw will be held on September 20, 2024, to determine the distribution of these residential plots. Interested parties may pay a fee of Rs 600 to download the application form and brochure from Authrotiy’s website, www.yamunaexpresswayauthority.com

Payment schedules

According to officials, the Authority has implemented three payment plans to facilitate payment plans to ease the payment process for successful allottees. In option one, the entire premium — including the registration fee— must be paid in full upfront within 60 days of the allotment letter’s issuance date. 

Option two stipulates that half of the premium, including the registration fee, must be paid within 60 days of the allotment letter’s issuance date. According to the YEIDA scheme document, the remaining 50% must be paid in two equal half-yearly installments, which are calculated starting on the 61st day after the date of allocation, and interest is calculated at the rate of 10% annually. 

Option three requires allottees to pay thirty percent of the total premium within sixty days of the allotment letter’s date of issue. The remaining 70% must be paid in ten equal half-yearly installments, with 10% interest per year, starting on the 61st day after the date of allotment.

Boney Kapoor’s consortium outbids Akshay Kumar to build a 230-acre film city in Noida with a cinema museum and university

After months of delays, a consortium led by filmmaker Boney Kapoor won the bid to build the 230-acre Noida film city. 

A consortium led by film producer Boney Kapoor has outbid others led by actor Akshay Kumar and producer Bhushan Kumar to build Noida Film City, which will span 230 acres along the Yamuna Expressway. According to a Times of India report, the film city will include a firm university, a cinema museum, and a helipad, among other facilities. It is just  6 kilometers from the upcoming Noida International Airport. 

The final four bidders 

The greenfield project was presented to Uttar Pradesh government officials in June by Super Cassettes Industries Private Limited (T-Series), Supersonic Technobuild Private Limited (Dinesh Vijan’s Maddock Films, Akshay Kumar’s Cape of Good Films LLP, and others), Bayview Projects LLP (backed by Boney Kapoor, real estate company Bhutani Group, and Noida Cyber Park), and 4 Lions Films Private Limited (backed by filmmaker KC Bokadia and others).

The project is being developed using a public-private partnership (PPP) model. Bayview Projects LLB emerged as the company with the highest revenue share to the state government and thus was chosen as the greenfield project developer. The project’s bid was released on September 30, 2023, with a closing date of January 5, 2024. The bid for the development of Film City was floated for the third time in June, following two previous attempts that failed to attract investors. 

Bayview  Projects LLP will sign a concession agreement with the Yamuna Expressway Industrial Development Authority in June to take possession of the land. It will have six months from the signing of the contract to start construction. 

Noida Film City 

The Noida Fim City, a pet project of Uttar Pradesh Chief Minister Yogi Adityanath, is planned as an international project spanning over 1,000 acres (230 acres in the first phase) along the Yamuna Expressway. The project is located in Sector 21 of the Yamuna Expressway Authority, 6 km from the Noida International Airport. 

Of the 230 acres, 155 are reserved for the core film industry, and 75 acres are set aside for commercial development. The Film City will feature amenities such as a cinema museum, a film university, and a helipad, among others. 

Noida directs real estate developers to pay dues and get registry permission

On May 9, the Noida authority directed real estate developers to pay their debts and obtain permission to register apartments in the name of thousands of homebuyers suffering for years. 

The direction came from the authority during an evening meeting with realtors at the Sector 6 office. The developers assured the authorities to pay the land costs fees and obtain permission for the registries. 

On December 21, 2023, the Uttar Pradesh government approved a policy to address stalled legacy housing projects. According to the policy, a realtor had to receive interest waivers for two years during Covid 19, pay 25% of the land cost dues in 60 days, and the remaining 75% in one to three years. 

Few realtors have utilized this scheme, negatively impacting homebuyers’ interests and wrestling in a revenue loss of approximately Rs 14,000 crore for the authority. 

“We have directed the realtors to use the scheme and pay the dues as soon as possible; otherwise, 5he authority will take appropriate action under the rules. According to Lokesh M.,  only  16 realtors have paid the Rs 115 crore dues and obtained a registry for approximately  1,400 apartments. 

Only 525 registries have occurred so far. 

“So far, only  525 registrations have taken place. We have directed the realtors to use the scheme. At least 42 out of 57 realtors had agreed to use the scheme. “We have asked the rest to use the scheme. “We have asked the rest to use the scheme,” he said. 

“We will send a report about today’s meeting to the state government, which requested it,” the CEO stated. 

Among 96  realtors who were held up and delayed, Greater Noida Authority recovered 276 crore. 

“We completed 2,637 apartment registries after realtors paid the dues as per state government policy. Ravikumar NG, CEO of Greater Noida Authority, stated that 40 projects will generate approximately Rs 1,200 crore in dues. 

During a meeting with realtors on Wednesday at Greater Noida’s Knowledge Park-IV office, the authority stated that if they do not use the scheme and pay the dues, the property will be attached and the housing project’s allotment will be canceled. 

This is all about the stalled legacy housing project policy. 

According to officials, Yogi Adityanath approved an interest and penalty waiver for a “stalled legacy housing project” on December 21, 2023. 

The policy was intended to assist millions of homebuyers in the Noida, Greater Noida, and Yamuna expressway areas, where an estimated 240,000 to 350,000 housing units are currently stalled reasons. 

The Confederation of Real Estate Developers Association of India (CREDAI), a lobbying group for realtors, was present at both meetings in Greater Noida on May 8 and May 9. 

“The realtors are using the scheme and getting registry permission. We are pursuing more and more realtors to use the scheme and help buyers get registry done,” said secretary (CREDAI) Dinesh Gupta.

What policy does the UP government have? 

It is not penal interest for real estate developers to halt construction during the two-year COVID-19 period or in response to a court order.

Officials say that another thirty realtors will most likely consent to pay their dues. These developers have agreed to contribute 25% of the total dues, minus penal interest, to be eligible for the registry of apartments.

The stalled housing projects under this policy are 57 housing projects with 32,000 units in Noida and 96 housing projects with 75,000 units in Greater Noida.  

About Rs 8,000 crore is estimated to be owed by Noida realtors, and roughly Rs 5,500 crore is due by Greater Noida realtors for the abandoned projects. 

The authority can take away the developers’ allocations under the policy. 

If defaulting realtors refuse to pay their dues and take over the unfinished project, the government cancels their allotment. The policy also gives the three industrial bodies—Noida, Greater Noia, and Yamuna Expressway— the ability to put the defaulting developer on a five-year. 

Officials claim that out of the 75,000 units in Greater Noida, at least 96 projects are stalled and may benefit from the 2023 policy. 

The process should take one or two months to finish. 

Upon the authority’s completion of the process and granting the required permission, the procedure will be finished in two to three months.  

Three committees, led by deputy general managers, have been established by the authority to go after the remaining realtors and force them to settle their debts before they can register authorization. 

Registry in Noida 

Of the 57 real estate developers of housing projects in Noida that have stalled, only 13 have stepped forward to make payments after obtaining interest waivers under the new policy.

Realtors are under pressure from the Noida authority to either pay land dues by the new real estate policy deadline of December 21, 2023, or face consequences. 

Reason for action: of the 57 realtors of housing projects put on hold, only thirteen came forward to pay the balance after using the interest waivers provided by the new policy. 

Of these 13, seven have already paid the fees; the other two have consented and are now processing payments to obtain registration authorization. 

Thirteen stalled housing projects in Noida are among the developers who have accepted the government deal in exchange for permission to register. 

Why don’t developers in Noida show up to pay their bills as frequently as they do in Greater Noida? 

Developers in Greater Noida are paying their dues in large quantities because the policy that allows for waivers reduces the amount they owe the Authority. Major developers in Noida with debts exceeding Rs 100 crore include Supertech Group, ATS, Prateek Group, and Gardenia Glory. 

Officials from the Noida authority claimed, “These developers also demand more waivers before they decide to pay up the dues.”

However, Greater Noida authority officials stated that more developers are coming forward to settle their debts because they are less than Rs 100 crore.
